Mashhad Urban Railway Corporation
The holy city of Mashhad is the second-largest metropolitan area in Iran , and the capital of the north-eastern province of khorasan. With a resident population of more than 2.8 million and many tourists and pilgrims visiting the holy shrine of Emam-e-Reza, the city was already recording more than 3 million daily trips by the mid-1990s.Improvement of the local public transport network was seen as an absolute necessity.
In1994 the city and provincial administrations awarded a contract to the Sanati sharif University to under-take traffic studies and draw up a comprehensive public transport Plan .The study took four years to complete ,and was then approved by the Supreme council of Traffic(part of the Ministry of the Interior). The mashhad comprehensive public Transport plan envisages the development of a city -wide light rail network to act as the backbone of a restructured and improved bus service Top priority for light rail was deemed to be the 18 km east-west corridor between Nakhrisi at the east end of Fadaian-e-Islam street and vakilabad at the west end of vakilabad Boulevard .
With an estimated demand of 17 000 passengers/h in one direction by 2015, this was considered to be the most suitable corridor for urban light rail in any Iranian city apart from Tehran . With the support of the city , province and national parliament , budget proposals for the first line were approved in 1999 . Initial planning for the first route and depot was undertaken by German consultancy LRTC, and then taken forward by the Rahtarh joint venture. Formed by local engineering consultancies Rahpuyan and Barnamehrizi va Tarh , Rahtarh is also acting as project manager. Mashhad Urban Railway Corp was formed as a subsidiary of the city's municipal government to own and operate the line . The municipality also owns the local bus and taxi companies , and provides overall guidance on policy and co-operation .
First route takes shape
In December 1999 construction of Line 1 was inaugurated by the Minister of the Interior , Mousavi Larri. We were also honoured by a visit from President Khatami during his trip to Khorasan in summer of 2000 Work began at the eastern end of the route ,where the main depot , workshops and offices will be located on a 26 ha site . The Nakhrisi terminus will be close to mashhad airport . From here , the line will run beneath bahar street and Ahmadabad street across the old city center for 8 KM to Palestine Square ( formerly Malekabad square ) in a cut-and-cover concrete box tunnel .
The plans then envisage the line surfacing to run at grade for 2 KM along Ashrafi-e-Ispahani to Azadi Square , with its dramatic tower .
However ,we would prefer to build this section in tunnel , and discussions are continuing about this . From Azadi square , the final 8.5 KM section of the line passes FerdowsiUniversity and runs along Vakilabad Boulevard to its intersection with the city's ring road . This section will all be at grade , and here we have been able to push ahead as far as tracklaying .A second , smaller , stabling facility will be provided near the vakilabad terminus ,and this will be used as a running depot so that we can inaugurate the western surface section before the tunnel has been completed .
The surface section will include six bridges to carry the line above intersection with major cross-streets, reducing the conflict between the LRVs and a total of 21 sections.
The total cost of line 1, excluding rolling stock , is put at 527bn rials, of which 110bn was needed for land acquisition . An initial grant of 100bn rials from central government was awarded in 1999, and a further 16bn came from the municipality. Further tranches of funding are being released as the project progresses.
Construction is expected to take five years ,with the route opening in three phases. The western section is expected to open near year, and the remainder in 2003-04s
